Middlesex Sampling Plant Files, ca. 1943-1970

This series contains memos, correspondence, reports, notebooks, and handwritten notes. The records document the National Lead Company's operation of the Middlesex uranium ore sampling plant. Topics include gaseous diffusion plant construction.

Background

In the summer of 1995 the then Department of Energy (DOE) Office of Human Radiation Experiments began a project to assert greater intellectual control over records stored in the records holding area of the Oak Ridge Operations Office (OROO).  One aim of this project was to identify records that were of permanent historical value and have them transferred to the custody of the National Archives and Records Administration (NARA).

During the summer of 1995 a team from the Office of Human Radiation Experiments reviewed the 7,000 boxes of records then being stored in the OROO records holding area.  The team grouped the 7,000 boxes into approximately 100 records series.  Of the 100 series, 66 were thought to contain records that were of permanent historical value.  Records series descriptions were written for the 100 series, but before any more detailed indexing could be done, the Office of Human Radiation Experiments was abolished and the team that had worked on the records was dispersed. 

Remnants of the team, however, were able to offer the 66 series to NARA.  NARA agreed that, for the most part, the contents of the 66 are of permanent historical value.  Ownership of the 66 series was then formally transferred to NARA.  Before NARA took physical custody of the 66 series, NARA stipulated that DOE conduct a declassification review of them.  The declassification review began in 1996 and continued until 2005.  The review was conducted in the DOE Germantown, MD facility.  The 66 series were shipped in batches from Oak Ridge to Germantown and placed under declassification review.  As the review was completed on individual boxes, the individual boxes were shipped in batches to NARA. 

Though the 66 series were shipped to NARA in piecemeal, NARA has reassembled them.  Most of the 66 were shipped to the NARA facility in Atlanta, GA.   The Atlanta facility, however, is not authorized to store DOE classified data.  So, any box in the 66 series whose contents remained mostly, or completely, classified was transferred to the NARA facility in College Park, MD, which is authorized to store DOE classified information.  If a box’s contents contained only a few classified documents, the folders which contained classified documents were removed and placed in “artificial” series which were created as a holding device.  For folders so removed, appropriate cross references were placed in the original box and in the “artificial” series box.  Then the box, which now only contained unclassified documents (and the cross reference sheets to the folders containing classified documents), was shipped to Atlanta.

Series 77, after the declassification review, was found to be comprised of boxes whose contents are mostly unclassified.  Only two folders, which contained classified documents, were removed from the collection and placed in “Artificial” Series C.  These two folders are stored in the National Archives facility in College Park, MD.   With the exception of a few other documents which were removed from the collection prior to 1995, and placed in the RHTG collection in Oak Ridge, the series is stored in Atlanta.

(The numbers of the boxes are those given to them when they were stored in the OROO records holding area.  A “B” or an “H” number is a combination of row, rack, and shelf designations.)
